The hunt starts digitally. Investigators scrape databases for utility bills and property records. This digital dragnet is called skip tracing. But if the target is actively hiding, their paper trail goes cold. That triggers the physical escalation. Automated license plate readers. A regional network of intersection cameras scans static traffic to log the target's vehicle. Every hit delivers a timestamp, a GPS coordinate and a photo mapping their exact daily routine. Servers weaponize this movement data for a highly targeted field stakeout. Instead of blindly waiting at old addresses, they sit at a specific intersection during a proven time window. But what if the camera data proves the target completely fled the state? The server formally logs the dead end and hands the GPS evidence to the attorney. This triggers a judge approved legal bypass, like publishing the notice publicly. Whether caught on the street or bypassed in court, the evasive defendant is legally cornered and that stalled lawsuit can finally proceed.
